China Maritime Safety Administration Of Electronic Chart The Development Of Strategic Research

It is known that Electronic Navigational Chart (ENC) and Electronic Chart Display and Information System (ECDIS) is a great revolution of ship navigation after radar/ARPA.ECDIS has been developing as ship automatic navigation and assistant of decision-making system from simply digital chart to Electronic Chart System (ECS). It not only can display navigational chart information and ship position, but also supply lots of other information for safety navigation. ENCs as basic navigation information of ECDIS will replace the traditional paper chart in the future when more and more official ENCs are available.Although China has developed ENCs for more than 20 years , and has gotten a great deal of achievements, we still have a lot of thing to do ,we cannot meet the needs of users.China MSA as an administration representing the Chinese marine business and the Chinese central government joining IMO and IHO, shall lead us to develop ENCs, get more achievements and play an important role in international ENCs developing.In order to speed up development of ENC in China, this paper presents and discusses the challenges and opportunities involved in developing ENCs and outlines how China MSA can meet the challenge and modernize its ENCs produce and distribution.This paper is divided into four parts: 1. International and domestic status of developing ENCs; 2. The challenges and opportunities involved in developing the ENCs in China ; 3. Developing strategy of developing ENCs in China; 4. Execution of strategy.
