In recent years, with the rapid development of the economy, the demand for energy is growing. Though the development of China' s power is very rapid, it still fails to meet the need of the power, and now it is short of power, but also the thing is deteriorating. Resolving the problem is immediate. We should firstly start from the adjustment of economic structure, change the extensive mode of economic growth, build a modern power network, but also actively advocate energy conservation. Building a Modern power network is a long-term strategic task. It not only needs advanced equipments which is high-capacity, high-parameters and low-consume, but also needs accessories of scientific management tools, in order to make the power system generate, supply and consume in parallel, designedly razing out wave crest to fill up trough, according to predetermining value, adjusting to the supply and demand contradictory figure of the transient power system, that is to say, implementing electric power load management.Regulating power load in electricity consumption side in electricity regulation is electric power load management, the main objective is to improve network load curve shape, so that the power load is more balanced to enhance the economics, security and investment returns of power system operation. Electric power load management has usually two control strategies, one is the use of economic instruments, according to the largest energy of electricity users, and different electricity price for wave crest or trough to stimulate consumers to raze out wave crest to fill up trough; the other is technical method, using appropriative control equipment, while consuming power in high wave, cutting some discontinuous load.
