On the purpose of international shipping, ships keep on arriving at different ports. The administration of the port states carry on the port state control (PSC) according to the rules of IMO. At the same time PSC is to make sure that the arriving ship will not do harm to the marine resources and the ecologic environment of the port states. Nowadays the PSC of arriving ship has became more strict and more widely, mainly use the local means and the regional means. No matter the flag states or the port states, the inspection of ship's safety is done by means of restricting the shipping of low level ship and the hire of low quality sailor, to ensure the safety and security of shipping and the cleanness of seas.But, There is some malpractice in the process while some states carried on the PSC inspection. For example, some states tamper the inspection with some political factors. During certain period, some states would find fault with certain flag or certain owner. The aim of inspection could be tried to detain the ship; or some state give a strong indicator to the port of a certain detain ratio of the year; or some surveyors do not comprehend the conventions or rules correctly, and the sailor do not familiar with it, so the sailor could not plead their case, until the owner or classification society raise an objection, it's too late to change to fact that the ship should be detained. To top it all, some surveyor use the power of inspection, ask the owner for the bribe. If the owner can't fulfill his request, he would set up a barrier, and threaten the captain with tampering the ship with its ordinary operation. All of this cases are require the captain and owner should have a clear cognition with PSC inspection. When the port state surveyor try to pick a hole in the inspection or have some misunderstanding with the rules, the captain should argue strongly on just grounds, in order to reduce the risk of illegal detain.The fleets of china which engage in international shipping are facing the austerity challenge of PSC inspection. In recent years the china fleets of ocean have developed rapidly. Because the ratio of new and old ships and the aspect of management, many ship have often been detained in the ports of foreign country. Some of them have been forced to repair in foreign country. In this case the owner has to pay the high cost of repairs, and this may leads to the delay of sailing date. And the owner would suffer the great direct and indirect economic losses.Facing the austerity challenge of PSC inspection, In order to change the passive position in the PSC inspection, and maintain the shape of our country in the maritime communities, and to avoid the economic losses. China classification society keeping on acting more actively, by the time of fulfill the requirements of Administrations, CCS has widely collected the world trends and the requirements of PSC inspection, and statistically analysis the record of detain and the report of disfigurement, in order to find out the orderliness of PSC inspection, and to get some generalized experience. CCS has propagandized the experience widely to help the owner to ensure the safety of sailing, and avoid been detained at the port of foreign country.Marine transport is a kind of risk industry. The tending of ship is a complex work. Safety is the theme of maritime forever. Unnecessary detain will do great harm to the owner's economic and prestige.
