The power industry is a mainstay of the economy. Power system is composed by the equipments which produce, transmit, distribute and consume electricity. The power distributing system is directly connecting with the consumers; it is the important unit of the power system. With the development of the economy, load of the power system increase year by year, the requests of the reliability increase, the same time, request that the management of the power distributing system should increase. Geographic Information System is a powerful tool to improve the management of the power distributing network.Electrical GIS is an integrated information system which includes computer technique, communicate technique, control technique, modern equipment and management. It can enhance the reliability and quality of power supply, and ensure the electrical network run economical.The thesis is based on the application in the power distributing network of the GIS and the development of G city power distribution management System. The shortages of the classic manage system are analyzed in the thesis, the advantage of utilizing GIS to manage the power distributing network and several GIS platforms are compared. It is confirmed that we utilize the GIS products of ESRI Corporation which is the Argos series. In the thesis the structure of the system is analyzed and the modules are partitioned.The workflow technology is quite fit to develop management information system of power distribution enterprise, with production management having strong characteristics of business process. The related concept of workflow and workflow management system was introduced. The composition and the reference system model proposed by WfMC were explained in detail. As the following, the workflow of the system functional components was explained in detail. Finally, introducing the application of workflow by the management of power cut.
