The paper implements the system of Electrical distribution networks which is based on GIS. Integrated the advantages of characteristics and technology of GIS with practice application requirement, the paper implements decades functions include the equipments and circuitry which are the map can be added, move, orientatid; demand of space, course record; mangement of log and so on,which combine the B/S and C/S pattern. In the paper , we discourse upon the every facet of GIS and Electrical distribution GIS, design the modules of the system, create the database and implement attribute data and space data separated mode, at one time it fulfills the functions of translation and upload of background map file to database which can be stored. The performance of the system is fine.
