Remote monitoring and measurement of steam consumptions as well as of thermal related process variables (such as pressure, temperature, steam flow etc) is a highly desirable solution to provide a comprehensive and speedy management system of piped steam supply network connected to external users. Such a system would allow operators to obtain the operational states of the whole system as quickly as possible. It effectively enhances the level of system measurement and management; releases the burden of sending personnels to user sites to get the meter readings; prevents any users from any attempts to cheating thereby reduces the disputes on steam consumptions.On the basis of steam measurement, the thesis illustrates the design and implementation of the whole monitoring and measurement system. The design was carried out according to company requirements and the capital budget for the project. Especially, it references some practices for the similar projects adopted by other companies in the selection of sensors, measuring instrument, configuration software, data acquisition and transmission, data communication methods. By combining the wireless with the wired communition methods, data collection from different locatins can be achieved. The monitoring of system states of piped steam network can be performed round the clock, and all the collected data can be shared within the authorized group companies.A hybrid CDMA/GPRS communication methods was proposed, and a commercial configuration software is used to supervise all the data collection and monitoring. The design considerations and major implemented functions are presented in the thesis. The designed system has been put into operation within the group companies and already shown some significant improvements on reducing errors of meter readings between the total ouput and the total consumed, from 10% to less than 2%. This success technically justifies that the monitoring system desined can be potentially applied to other companies with similar montoring and measurement requirements.
