The farmland appraisal is an inevitable of the land management practice and social economic development now. It is the demanding work that should be done promptly in the case. At present, there are merely a few regions in our country that have already completed arable land appraisal, such as Changqing county of Shandong, Yiwu city of Zhejiang, suburb of Liuzhou, and so on, owing to complexity of process that farmland quality forms, localization that the people know to factors causing its grade, and section otherness. However, primary causations consist in that different physiognomy types lack index system of farmland appraisal, and that any land appraisal must choose index system before it values. Simultaneity, for quickening assets management of cultivated land, accelerating innovation of land use system in country, cultivating and perfecting land market and price system, and providing foundation for entering market, circulating, pledging, and reforming system of tax and charge, it is very indispensable and exigent to study on index system of land appraisal.Withal, basing on study on the domestic and foreign farmland appraisal, on introduction land resource use trait in outskirts hill Chongqing, the thesis introduces firstly international all-purpose five principles of sustainable land use management, exerts DELPHY to accept or reject repeat index elected, manages AHP and DSR to demonstrate system with Bishan of representative outskirts hill county Chongqing as a sample, studies on farmland appraisal index system of outskirts hill Chongqing, and looks forwards to favoring farmland appraisal work of Chongqing and doing indeed southward hill zone. The central conclusion as follows:1 In the background of town land appraisal constantly perfect in our country, the cultivated land value management, as the part of land market, is more and more important. The study on the measure index of cultivated land value looks even more important.2 This is a synthesis and system very strong work to establish the index system of cultivated land appraisal in outskirts hill Chongqing, including production, stabilization, conservation and social accept of cultivated land. The thesis tries hard to colligate, unifies and predigests every aspects index to advance these indexes operation.3 The thesis adopts subarea principle, exerts DELPHY to accept or reject repeat index elected, and finally establishes farmland appraisal index system of outskirts hill Chongqing.4 The thesis manages AHP and DSR to demonstrate system with Bishan of representativeoutskirts hill county Chongqing as a sample.
