Gannan Tibetan Autonomous Prefecture lies in northeastern edge of the Qing-tibetan Plateau. , It is an important component of the "Yellow River reservoir", "Chinese water tower",can use "wall" and "natural ecological portal" to summarize ,and it has an special function and ecological status on conservation ,supplies of the Yellow River water resources, regulating climate, soil and water conservation, maintenance of biological diversity.Gannan Yellow River water supply area has been taken into the restricted area of the main functional areas National Eleventh Five-Year Plan, and has been defined the development of class specific functional orientation and regional development,in which the environmental protection is the priority direction ,and developing the special industries based on local environmental resources.As economically underdeveloped areas, development of eco-industry is mutual benefits of the best choice to achieve ecological protection in Gannan Prefecture and economic development. In recent years,our country has invested many environmental projects in Gansu, 2007, "Gannan in Gansu Yellow River Water Supply District of important ecological protection and construction planning," officially started,the plan invested totally 4.451 billion yuan, of which eco-industrial development is one of a subproject, The plan lay the fundation for the ecological construction in Gannan Prefecture. In addition, the rich natural resources and traditional Tibetan culture made the development of eco-industries in Gannan Prefecture has favorable conditions and unique advantages. Development with local characteristics in ecological eco-industry is the key to economic development, and its development depends on the ensurence of the policy and law. Therefore, the development of Gannan Prefecture accoding to the local conditions and researching the related ecological industry policy has a great practical significance and far-reaching meaning.
