Research On Legal Construction Of The Period Of Mr. Jiang Jingguo’s "Gannan New Policy"

During the period of March,1939to June,1945, Mr. Jiang Jingguo had governed Gannan for six full years, who was young and full of vigor at that time. The period that Mr. Jiang Jingguo governed Gannan is called "Gannan New Policy".Right after his arrival in Gannan, he boldly beheld in glory to abolish the out-dated and inspire to innovate new system, penalize the evil people and bring peace to good people and introduce new policy. He carried out series of reforms, like ban on gambling, smoking and prostitution, set up the political banner of constructing new Gannan and established the first Three-Year Plan and Five-Year Plan and put them into effect. He wanted to realize the magnificent goal of "Five haves"(Everyone had a job to do, had food to eat, had clothes to wear, had room to leave and had school to study). Meanwhile, he helped to publish newspaper and magazines, build schools, improve general mood of society, carry out land reforms and so on.Mr. Jiang Jingguo introduced new policy in Gannan, referring to policy, economy, culture, education, military, law and land reforms, even including improving general mood of society, which were conducted very vigorously and covered broad scale with rich contents. It could be said that the hew policy "reached every aspect of a matter".
