In the past three decades of reform and opening up, China has made a change in its guiding policies concerning the development of non-public enterprises, namely, changing from ban and acquiescence to support. Non-public enterprises have gone through the experience of starting from scratch, and growing larger and larger in size. At the same time, non-public enterprises have witnessed an increase in their staff number and an improvement in the latter's quality as well. With the advancement of society, employees have begun to pay more and more attention to the realization of their political rights while in pursuit of their economic interests. The fulfillment of the political rights of those employees working in the non-public enterprises, who make up the main proportion of workforce in the new era, exerts a great influence on their emotions, on the development of enterprises and on the stability of society as well. Based on the investigation made into some non-public enterprises and taking into account the current laws, regulations, and the principles of the Party, the thesis makes an analysis of the current implementation of the political rights of those employees, with the purpose of finding out the existing problems and the causes, and taking measures in accordance with the problems. The thesis puts forward some measures from the following aspects:strengthening the theoretical innovation, improving the laws and regulations, improving the systems of enterprises, raising the employee's democratic awareness, expanding the channels to safeguard their interests and so forth, with an attempt to ensure the fulfillment of those employee's political rights so as to establish their status as the masters.
