To Explore The The Irregular Behavior In The Process Of Election Of Villagers' Committee And To Probe Into Institutionalized Strategy

The electoral system is the important content and manifestation of democracy. With the reform and constant improvement of the election of Villagers'Committee in our country, the other electoral systems get improved, especially, the enforcement of Organic Law of Villagers' Committees of the People's Republic of China in 1988 and the implement the spirit of NO.14 notice inspire enthusiasm of villagers participation in the political democratic construction in rural area. Aslo,with the constant development and regularization of the election of Villagers'Committee in our country, political democratic construction in rural area get developed. t With increasing development of the election of Villagers'Committees, issues of election are receiving wide concerns of the domestic and foreign scholars and experts and the election of Villagers'Committees make the election in our country entered a new phase. By Organic Law of the Villagers Committees in 1998, All provinces, autonomous regions, municipalities under the Central Government have right to formulate and implement new rules and regulations to provide guidance in the election of Villagers'Committee in accordance with the relevant laws and legislative spirit.Therefore,the different provinces develop the different electoral methods in the election of Villagers'Committee,however,some problems in the election of Villagers'Committee in different provinces share similarities. Taking Fujian Province as a case for study, this paper attempts to analyze the irregular behavior in various phases, to find out the causes and to probe into institutionalized strategy which would bridge the gap.
