Three Agriculture Problems(agriculture, countryside and farmers)remain the social, political and economic problems concerning the overall development of China, The land issue is the most basic one of the three agriculture problems in China, Accordingly, the land system is the most basic one in China's countryside. Agriculture is the key to solve three problems of agriculture, and Agricultural Land system is the core of the agriculture problems.Family-based contract management, and integrating the two-tier system operating system that combines is the basic economic system of agriculture in our country. This system has significant advantages, but there are some limitations, and rural land contracting right is just to perfect the system. With the further development of national economy,contracted land management right is imperative, then reveals the second leap of rural reform clues.2007,17 major reports from countries on agricultural land turnover on institutional arrangements we have also seen the importance of transfer of agricultural land.From a practical point of view, the phenomenon of transfer of agricultural land in the late eighties of last century had emerged, along with economic development the past 20 years not only in quantity with increase in scale than previous large-scale circulation of ways and present trend in favor of diversity, but actual operation and the result is often a reasonable standard any errors. From the theoretical side, theoretical research and related rules and regulations though there are many, but lagging behind. Result of agricultural land in the circulation of the various contradictions and problems arise.This article on this, combined with the latest rural land policy interpretation to analyze the research on rural land transfer, through field survey data, and analyzes the data, put forward their own land transfers on current issues related to some new views and perspectives.This paper argues that the land transfer related to land policy should be oriented to promote large-scale industrialization of agriculture for the purpose; to flow through the strengthening of agricultural laws and regulations; establish a sound social security system in rural areas; to activation of urbanization and industrialization of land supply mechanism; cultivate good land demand market; establish and improve the land use right in five aspects of the market mechanism to promote and facilitate land transfer. Hope that the issue of norms one can promote the rational flow of rural land, increase farmers income and promote rural prosperity and purpose; the other, the land system in the departments concerned or by reference to the actual operation to refer.
