In August 2002, the Ministry of Education issued a new "National Colleges and Universities Physical Education Curriculum Framework". It is the college and university students'basic requirements in physical education, it's the syllabus that colleges and universities develop physical education curriculum course, and it's also the basis of construction and evaluation of sports basis. It is necessary to study and resolve them though there are lots of difficulties and problems encountered in the implementation process.This paper takes the undergraduate physical education curriculum of Shandong Province as an object of study, through a random sample of 21 universities, to sums up experience and lessons of the new "Framework" implementation and gives recommendations accordingly to supply reference for physical education curriculum reform of Shandong Province.This thesis takes the research methods such as the literature method, questionnaire, interview, mathematical statistics, logical analysis, etc. And the results are as the following:Most universities and colleges develop their Syllabus according to the new Framework guidance and develop their basic goals and development objectives accordingly. But the psychological health goals and objectives of social adaptation haven't been completed satisfactorily. The amounts of hours are very different of compulsory and elective courses in different school. It is basically the same in lesson format and organization, and most schools give students the freedom to choose course contents. More than half of the institutions can choose teacher by students, and only one university can fully implement the "three autonomy" elective. There is a large proportion of traditional items in physical education. The number of lessons is not balanced in different school and many lessons don't consider the interface with high school. The situation is also not good of health physical education. The state of Physical class is not optimistic, and the quantity of students is higher than number limits of new Framework. Most school take traditional way to assess students to generally take combination of process evaluation and summative assessment.In order to improve the status quo of the existing physical education, such measures are necessary:1, the establishment of physical education curriculum goals with accurate positioning;2, improvement of the physical education curriculum settings;3, scientific management to optimize the curriculum structure;4, expanding curriculum content to meet the demand;5, development of resources, strengthen the physical education building;6, rational assessment to promote the development of students.
