Research On University Teachers' Post Management Reform

The State Ideology has changed a lot in the process of profound economic system transition, realism philosophy became the dominant notion in state management. Accordingly, the government's management of higher education has undergone profound changes, from government orientation to marked orientation administrative model. Changes of this model are embodied in the change of employment mechanism of the university, that is,from identity management to post managent, with the introduction and implementation of appointment institution.The effects of appointment institution rely on multi-factors, and the most fundamental one is the effective implementation of post management. Since the official launch of post management policy in 2006, government has made some progress,but there still exists many problems. This paper choose Charles Lindblom's progressive decision=making theory and People-oriented Theory as perspective, from levels of theoretical, the fact and policy to analyze the content and process of the issue. This paper believes that different characteristics of the reform itself, its environment, policy objectives, reform operators make it essential to interpret rniversity post management policy reform process with the progressive decision-making perspective, to understand the progressive charcacteristics of this process objectively and reasonably, thereby cautiously define reform ideas, design reform strategies, promote reform processin, overcome reform difficulties, obtain reform effects, realize reform target, and widespread reform interests. Finally through the successful reform of the fundamental and critical link of post management, we hope to promote the effective reform of universities's personnel system and the improvement of overall university system reform and macro-level improvement.
