Research On The Reform Of University Post Setting Management

University post setting management is an important institutional design and arrangement in the new period, and an important part of recent personnel system reform in each university as well. The focus of the reform is on shifting the mechanism of talents and activating the system of employment. So these could realize the transition from identity management to post management, selecting and gathering talents, and could mobilize the energies and initiatives of staff. Experience has proved that the implement of post setting management has played an active role in optimizing university staff structure, promoting personnel efficiency, propelling the sustainable development of talent teams. Meanwhile, in order to consolidate the post setting management system, to boost the reform of personnel system, we need to further improve the scientific post setting, fairness of post competition, guidance of reward and punishment.Based on empirical investigation, case study and historical study, the present paper, taking the universities in Fujian Province as object of study, analyzes the achievement and problems of post setting management in the recent implement by integrating typical investigation and holistic research and utilizing the related knowledge, such as science of public management. The causes of these problems were elaborated through research on the history and current situation of post setting management. According to implement contents of post setting management and referring to specific measures of each university in Fujian Province, the paper has analyzed measures for implement on post setting management in great detail.
