To promote the balanced development of rural compulsory education, is the crucial task for the party and government based on the overall modernization, is the phased characteristics of the development of economy and society, is people's new hope for the pursuit of fairness and high quality education,is also directional and institutional requirements for the development of rural compulsory education. At present, urban and rural teachers quarlity is totally different and middle-aged and young good teachers continue moving to urban areas, hence strong schools become stronger, while the weak ones go worse than ever. Therefore, the urgent task is to realize the balance of the urban and rural teachers'quality,which is the true embodiment of compulsory education development.Based on the present situation of. rural teachers' allocation in Fujian province, the paper's shown that the rural compulsory education development's faced a series of problems, and puts forward some countermeasures and Suggestions to the problems for current teachers' allocation.So the urgent need is to create the necessary conditions for rural teachers'construction and also to improve the management level. Urban and rural schools need to optimize and integrate teacher resources, to strengthen the urban and rural alliance among schools and the rural teachers' employment after work, and to establish the management of teacher training system of rural compulsory education. Here creatively bring forward advance regular communication mode of school leader team which is a backbone making the best of school's faculty in rural compulsory education, and is also a breakthrough for balanced teachers' allocation. To carry out this model efficiently needs to create good social public opinion environment, to accelerate personnel management system reform,to establish perfect social security system and special subsidy system, and to implement the "equal pay for equal work" system of rural school leader team. So, it promote the professional development of school leader members as well as their overall quality, come to scale merit and diffusion effect, and thus realize the balanced development of rural teachers easily.
