Research On Innovational Mechanism In Transfer Of Scientific And Technological Achievement Of Higher Education Institution

The transfer of scientific and technological achievements is the key to promote the science integrating with the economy, which is also the problem that the reform of the economy and the structure struggle to resolve. Nowadays the efficiency of the transfer of scientific and technological achievements is much lower. The radical reason is that the transfer of scientific and technological achievements of higher education institution is lack of effective mechanism. Thus, how to deal with the relation of higher education institution, government and social, building and fining the mechanism of the transfer of scientific and technological achievements of higher education institution, speeding up the peace of the transfer of scientific and technological achievements, pushing the economy and social to develop with rapid, healthy and persistent, and raising the efficiency of the transfer of scientific and technological achievements of higher education institution is not only the hot topic the academic and education are focus on, but also the urgent and actual problem the government at all level need to research and deal with.The dissertation had a systematic research on concept, peculiarity and procedure of the transfer of scientific and technological achievements of higher education institution. The dissertation compared the characteristic, form, merits and defects of some kinds of patterns, which was firstly according to the subject' behavior and constitute in theory. Analyzed the concept and constructed innovatively the system of mechanism of the transfer of scientific and technological achievements of higher education institution. At the same time, the author investigated six higher education institutions. From essential factors of higher education institutions, government and enterprise, the dissertation analyzed the present situation and effectible elements.Based on those researches, the dissertation posed the new pattern of the transfer of scientific and technological achievements of higher education institution, which is called the pattern of disciplinary enterprise. We should introduce the evaluative, recyclable and risk investment mechanism to the procedure of the transfer of scientific and technological achievements, in order to optimize and innovate the system of mechanism of the transfer of scientific and technological achievements of higher education institution. In addition, it put forward the countermeasure and suggestion on innovational mechanism in transfer of scientific and technological achievement of higher education institution.
