Study On The Paths And Policies Of Research University's Scientific And Technological Achievements Transfer

The transfer of scientific and technological achievements of research universities has great significance for changing the mode of economic development and building an innovative country. In this paper, literature research, survey research, case study and comparative research have been used in the research path of the University's Technology Transfer and then to put forward proposals for the government, universities and enterprises to promoting the scientific and technological achievements transfer of our research universities.In the direction of theoretical analysis, the paper describes the interrelationship between research universities and technology transfer from three aspects. Then it analyzes the characteristics of the transfer of scientific and technological achievements:the onerousness and diversity of transfer, interaction of transformation process, the systematicness of transformation, economic and social significance, and its irreplaceable role to meet national strategic demands.Then it summarizes the status quo of the transfer of scientific and technological achievements in research universities of both developed countries and China, and explored the factors that influence Technology Transfer of research universities:cultural factors, local economic vitality, institutional factors, legal and political factors in macro aspects and the technology, the shortage of talents that can meet the needs of development of scientific and technological achievement transfer, the imperfect development of technology intermediary organs, the scant market demand for medium and small enterprises, and insufficient investment in micro aspects.In the case study, it firstly selects Stanford University as the subject, and refines the factors leading its success by giving an introduction on technology transfer. Then it also chooses Tsinghua University as a subject to analyze the successful experiences in Tsinghua Science and technology Parks, Institutes built in cooperation with the local governments and its spinout companies. Furthermore, it makes a comparison between Stanford University and Tsinghua University to analyze the reasons that lie behind those disparities in transfer paths and then find out some universal inspirations.In the research of technology paths and policy suggestions, first of all, it studies transfer paths of the scientific and technological achievements in domestic research universities:cooperation between schools and enterprises (external companies), authority and transfer technology (patents), spinout companies of university, and secondly it analyzes the internal rules of those three paths. Then it selects some typical policies that promote the technology transfer of research papers and then identify their deficiencies, so as to offer suggestions that facilitate the technology transfer of research universities. The recommendations for government are:on the administrative side, the governmental departments should reduce project approval and approval levels and simplify the approval process; in the systemic aspects of policy, establish a coordinated policy system; in the functions of government, speed up the establishment and improvement of the technology market, and actively nurture intermediaries; in the perfection of policy, do jobs from the financial, taxation and financial aspects. Suggestions for the college are:leaders should attach importance to scientific and technological achievements into work, and formulate detailed implementation rules and regulations and put them into practice; future applications and market factors should be considered in the science project establishment so as to ensure the transformation of scientific and technological achievements from very beginning; fully understand the importance of Science and Technology Park for the development of University and make the construction of Science and Technology Park into school's overall construction and development plan; intensify the training of managerial personnel for scientific and technological achievements. Suggestions for the enterprises:companies need long-term strategic insights; leaders should have a keen sense to the high technology; pay attention to the training of scientific talents and enhance the capabilities of absorption and creation of high-tech; increase investment on technology development and make sure the funds be used on technology progress. Incentive mechanism, organizational structure and organizational culture should be built to promote the transfer of scientific and technological achievements.
