In the June of 1999,the guiding ideology of " Health First" was highlighted in the Decision of Deepening Education Innovation to Advance Quality Education in All-round Way Made by Both Central Committee of the Communist Party-of China and the State Council.Since then,school physical education has been undertaking a reform which takes "Health first" as its guiding ideology and replaces the original syllabus with PEHCC.And the Ministry of Education published Curricula Criteria respectively for primary physical education and junior high school physical education and health in the September of 2001.About half and one year later,the Curricula Criterion for senior high school came into being.Nowadays,this new-round basic education reform PEHCC,starting in the turn of century,is spreading through the whole country.On one hand,we' ve got a lot of outstanding achievement and experience during this six-year reform.On the other,we' ve also discovered many problems.This double-edged reform brings a hot academic debate to physical education theory,naturally including the query of PEHCC.However,the entanglement of academic debate issues and the problems in practice makes some enthusiastic teachers feel puzzled,which immediately influences the further development of physical education curricula reform.Based on the present physical education reform practice and its related theories,this research,by investigating,analyses in detail the problems which occur in the process of the implementation of Senior High School PEHCC in Huaibei City.In the last part of this paper,the author presents some solutions:(1) construct PEHCC experiment organizing institutions and managing system,to raise PE teachers' reform consciousness;(2) stress PE(physical education) teachers training dynamics and effect,to optimize material environment of physics education implementation;(3) emphasize the course books construction, to fulfill the drawing of teaching program;(4) stress the cultivation of course contents resources,to design course contents properly;(5) help teachers change their teaching notion and behavior,to pay importance to the nature of PE class;(6) construct an effective reform information feedback and evaluation system,to revise,complete and perfect PEHCC.The purpose of this research is to construct theoretical platform for senior high school physical education course reform in Huaibei city,to provide valuable feedback for educational administrative institutions,and to provide theoretical reference for the revision,complement and perfection of PEHCC.The author sincerely hopes this research can be radioactive and useful to Huaibei primary and secondary physical education course reform so that this school physical education reform can move on stably and orderly.
