The first key element of economical development is Human Resources. The other resources are composed and utilized by the promoting of HR. That kind of integration and application is not an arbitrarily unilateral one. HR will do its own effect, when it combines with the other economical resources in the scientific way. So the arrangement of HR becomes the key link to make itself affecting fully.Accompanied by the socialistic market economical regime, the building trade Companies generally have pushed the management regime of construction object---the concourse of productive factors and praxis. Because all the problems of construction area reflect centrally on construction object, so relying on the effective management of construction object, its integration benefit can be improved. It is a change of concept management to manage human like resource. Any mistakes have be make on HR disposal is waste of management, sometimes even go so far as to make the whole project defeat. At present, esp. in construction area, the high quality HR is so limited, waste HR is severely, and its arrangement is not reasonable. Now we have joined the WTO, the competition of HR is more seriously, so we need to give more emphasis on it. At the same time, we also need to establish an HR disposal mechanism which is scientific, canonical, and effectual. To set up a relevant salary encourage and train the system, with the rational arrangement of HR. Giving play to the dynamic role of the human resources to the maximum extent, get the result of 1+1)2.This text just took shape under such a background. This text is on the basis of carrying on systematic research to manpower resource distribution and problems of management in project management, proposing to the human resources are the most basically and the most creative resource. It is also a decisive factor which can influence the project's success or not. As to project, the human resources are the ability of personnel that projects where one occurs are relevant, the configuration management of the project human resources is according to the project goal, change of project activity progress and project external environment condition, obtaining the necessary personnel of the project constantly, adopting the scientific method, merging it to the project group, with the appropriate post and duty, making they to cooperate with project group closely, playing their initiation subjectively and fully, encouraging and keeping their enthusiasm to theⅢ丁project, and then accomplishing the goal of project.This text, has still explained the relevant principles of HR management and the basic way of research. It has carried on carefully deep analysis and study to a building enterprise. It has analyzed respectively the project core and the peripheral disposition of personnel, and then has put forward my own view and countermeasure to the corresponding problems. Because of the importance, in the project management, of configuration management of human resources, it requires the enterprises to combine their own reality in carrying on the project management, set up a set of scientific manpower resource distribution management system which is norm and high-efficient.We should integrate inner and outer, and pay attention to the external human resources pool, while forming the administration and supervision authorities of the inside enterprises of the project. We can utilize market dispose mechanism, wade receiving talent, to substantiate our enterprise's key team. Setting up an advanced project personnel's information management system, which makes the personnel dispose specialized and rationalized. We also should think much more on both arrangement and management, and carry on a rational distribution to the project personnel. We can optimize configuration of the team of the project personnel, especially peripheral personnel, according to its own characteristic, to implement the dynamic management. We combine the arrangement of personnel with management closely, so they will promote each other.This text has carried on research and discussion on the HR distribution and management problems. With an example enterprise, it has analyzed the present manpower resource distribution of that enterprise, and put forward some questions and corresponding countermeasures. It is worth to be a lesson to some similar enterprises. I think this is a good attempt, and it is also very helpful to solve some practical problems in the present project Human Resource management of building enterprise.
