Enterprise informatization is a very important investment. It is relative with the devotion of kinds of resources. The judgment of its performance depends on the results of assessment. With the increasing of the IT investment, the question about how to assess the information performance has been put forward. And the construction of an assessment system becomes the urgent need of the managers. Based on this background, we conduct the research of the construction of the assessment system.Firstly, we give a brief literature review of the assessment system of information performance. Then we mainly demonstrate that if COBIT is used in information performance assessment, it will work very well. But it is not perfect in itself yet. There are still two primary weaknesses of COBIT, so we figure out the solutions to them. For one thing, we propose a model-based maturity assessment without the help of an experienced analyst. For another, after having a detailed research on the relationship of IT balanced scorecard and COBIT, we introduce IT balanced scorecard as a measure method of the indicators supplied by COBIT. So far, we have got an optimized COBIT. Next, we will establish the system of information performance assessment based on it. In the end, we apply this information performance evaluation system to a securities company.This system will be composed of two parts, the external evaluation as well as the internal evaluation. The purpose of the external evaluation is to find out the key IT process and the critical success factors, by comparing with the other cooperation in the same filed. It belongs to the process evaluation. The internal evaluation is aimed at assessing the implement situation of the key IT process. Further more, the internal assessment also contains both the process evaluation and the outcome evaluation. We integrate the two into one by using the IT balanced scorecard.This performance evaluation system puts IT goal and business requirement together, Making good use of the indicator system of COBIT framework, considering the management and monitory. In other words, this assessment system can overcome the major weaknesses of the assessment system existing. More important, the model-based maturity assessment overcomes the subjectivity, the introduction of IT balanced scorecard proposes a measure method of the indicators supplied by COBIT. Furthermore, the outcomes of the assessment will be balanced at four dimensions. And there will be much of enlightening significance to the establishment of the informatization performance evaluation system in our country.
