Pass to present condition and driving force of cultivated land, promoting local cultivated land using rationality.This text is according to the actual circumstance of research area, at to research the area cultivated land present condition and variety mechanism analysis of foundation up, combine the social economic data and policy factor from the years 1996 to 2004, adoption the qualitative and quantitative methods, using mathematics model, such as correlation analysis, principal component analysis and regression analysis etc, study on the driving force witch causing the cultivated land decreasing from 1996-2004.The research shows:the reason causing the cultivated land changes from 1996-2004 in area are "Returning cultivated land to forest" policy, economic development, agriculture restructuring and other factors. The policy factor in the area to avoid the process of reduction of cultivated land has played a big role. A series of national policies introduced to protect cultivated land, in the process to avoid the loss of cultivated land is of great significance.Finally, this text discussed the expansion of construction land in area without using cultivated land, the premise of suitable land for construction to expand the scope of the region. Research shows that most of the suitable land for construction of the expansion area is located layout of the area which industry in the future and impact by more reasons.
