As the development of the reform and open policy and entering into knowledge-based economy era, human resources have gradually become the most important business resource and competition among enterprises becomes competition among talents. As an important part of human resource management, human resource planning plays an important role on personnel appointment and the efficiency improvement of staff, which is the base of enterprises strategy.However, as enterprises have inadequate recognition to the importance of human resources and human resources planning, there are many problems existing in the majority of enterprises in our country, such as the bad relationship between human resources planning and corporate strategy, the lack of attention for corporate executives, no scientific planning techniques and so on. Therefore, it is an important problem for enterprises to build a strategic human resources planning system.Taking Y company as an example, this paper attempts to use human resources planning and strategic management theory, and starts from the analysis of the status quo of human resources planning in Y company, and then estimates the demand and internal supply of it in 2010 year in accordance with the company's future development strategies. According to the results of the projection, the paper brings forward some plans, and then controls and pre-and post-evaluates them with a view to build a suitable strategic human resource planning system. First, the paper reviews the literature about human resource planning at home and abroad. Second, it reviews the relevant theory about strategic management and human resources planning, on the basis of which it constructs the framework of strategic human resources planning system. Finally, taking Y logistics company as an example, it designs a new strategic human resources planning system to overcome the problems existing in its human resource planning aiming at providing a similar reference to enterprises in China.This paper attempts to stress the relationship between human resources planning and strategic management in enterprises and puts human resources planning to a strategic level. Through the combination between SWOT analysis and the models of HRP, it concludes the strategy for Y Logistics Company in the future and then estimates the number of demand and supply of staff. Combination with staff recruitment, the construction of reserve pool, compensation design, and performance plan, it constructs the framework of the strategic human resources planning system, and takes control to the implementation and evaluates the efficiency.
