The seed is the most basic and important agricultural capital goods, the significant carrier of the agricultural science and technology. China pursues a national food self-sufficiency guidelines. As our population grows, facing limited resources and balance of grain supply usher in a great challenge. Future agricultural growth plans, primarily by enhancing crop yields to achieve. The primary way to improve the yield and key way to promote seed revolution. GM seed production and quality in the settlement so there is a big advantage. In order to ensure our food security and economic security, China must vigorously develop agriculture, application of genetic engineering technology in the breeding areas, to promote the seed revolution, the development of new varieties, improved crop yields. GM crops for the 1.3 billion people, China and other countries to achieve food self-sufficiency is critical. Therefore, the commercialization of genetically modified seeds is inevitable promotion. However, faced with international seed giant's monopoly threats, promote the commercialization of genetically modified seeds have a certain degree of risk. Therefore, before the commercial promotion, identify possible risks, to find corresponding solutions is an important problem demanding prompt solution.The paper consists of six parts. The introduction part, summary of the whole paper, puts forward the question and explains the study method and frame systematically. The second chapter describes the development of domestic and foreign situation of GM seeds. The third chapter analyzes the demand for GM seeds.Chapter four analyzes the supply of GM seeds industry chain. Chapter five analyzes if China promotes the commercialization of GM seeds may face the threat of competition and monopoly restrictions. Chapter six attempts to promote the strategy for accurately make the commercialization of GM seeds. Chapter seven is the conclusion.Analyzes the threat of GM seeds has important practical significance to the maintenance of national security, improving the competitiveness of GM seed industry. Advise to strengthen our research from increasing R & D investment, jointing research collaboration with various agencies, establishing research and sales integrated enterprise, protecting intellectual property. Also point out that by deepening the management system, improving enforcement mechanisms, regulating international cooperation mechanisms to perfect the supervision system.This study identified the competitive risks, and proposed specific policy recommendations. Help the country to avoid risks of GM market, regulate competition and provide a basis for government decision-making.
