In the context of economic globalization and market economy, industrial clusters has been the new carrier for improving economy. As a new important strength, the small and medium-sized enterprise plays a significant role for development of economy and society. SME Clusters is an important phenomenon which can create the competitive advantages, drive industrial structure upgrade,thus promoting economic development of the whole region. The development of SME Clusters in China has experienced three development stages, which are the embryonic stage, the developing stage and the mature stage. The development of SME Clusters in Westren China is coming into the mature stage. Since the western development, SME Clusters in Qinghai province developed faster. It has great significance for promoting regional economic development and speeding up social progress that analyzes and researches deeply on the development of SME Clusters.This article researches on SME Clusters in Qinghai province as the major object of study, profits from the domestic and foreign experiences on development of industrial cluste, bring forward patterns and measures on the development of SME Clusters which aims as the breakthrough point, applies theory and method of regional economics to finding out the current problems based on analysing the current state,the process.We can draw the conclusion by analysing that:The development of SME Clusters in Qinghai province should depend on the advantages in natural resource, extending the industry chains, growing industry group, promoting the upgrading of economic structure and industry. In order to achieve the goal, there are main measures:transforming the government function, to optimize circumstance of SME Clusters; furthering greatly financial support, to slove the problem of financing; integrating the industrial district, to put up the development patterns of great industrial district; developing specialty industries, to create new-type cluster development of s SME Clusters; transforming the conception of talent, to strengthen human resources development; developing circular economy, to speed the sustainable development of SME Clusters.
