Between 1950-1977, under the promotion of the central and local government, textile industry in Shaanxi has maintained a rapid pace of development. It has formed a well-known cotton and textile industry base centered in Xi'an and Xianyang and Shaanxi textile industry becomes the vanguard in china. Shaanxi textile industry takes "embedded" development mode and is deeply influenced by the country policy and plans. In 1980s, confronting the double challenges of system transfer and saturation of the market, Shaanxi textile industry could not change the industrial structure at once and the development bogged down. In 1990s, because of the inefficiency of the textile enterprises the high rate of liabilities and the low profit, the whole industry had lost its position in Chinese priority production base and become the bulk of the industry losses. If it wanted to get development in this situation, industry structure reform was imperative.Through the general survey of the development of shanxi cotton and textile industry since 1950s, the industry scale, product development and technology upgrading etc. has got considerable progress; and made outstanding contributions to the economy and modernization of industry of Shaanxi. But under market economy, Shaanxi textile industry did not adjusted to the "embedded" development of planned economy. And it resulted in the weakness of factors of production and the industry could not suit the demand of market development. Additionally with external attack, the whole industry became feeble.The low efficient development of Shaanxi textile industry cannot suit the demand of socialist market economy. If it wants to lie itself out of this predicament, it should intensify reforms under the healthy guidance of market economy and encourage the county and township governments and village to develop textile and cotton industry. It also should narrow the gap compared with advanced provinces.
