Impoverished disabled people are an especially vulnerable group in the society and consequently, poverty alleviation for disabled persons in rural area and the reduction of their livelihood difficulties are part of overall objectives for building a harmonious socialist society with adequate health and welfare equityLimited by the economic situation and implementation strength, in the Gansu province the poverty alleviation in rural areas has not been as developed as that in the coastal areas of China and thus it is critical to enhance social awareness of disabled poor persons and increase their income. Based on the status of the rural disabled and the history of poverty alleviation approaches in Gansu province, this study reviewed the priorities for grassland-livestock industry development in relation to the disabled in the rural area of Gansu;1.With the rapid development of the national social welfare, livelihood level improvements for the impoverished people with disabilities in rural area do not depend soley on the social wealth security system and poverty alleviation development policies, it is necessary to explore their own abilities to support themselves as well.2.In Gansu province, the integrated crop-livestock enterprises have been implemented for several years and there are 11 research and development institutions related to the grassland-livestock sector in the region. Grassland-livestock industry shows great potential for benefitting rural economic development, thus it should play an important role in increasing the income of disabled persons.3. About 66.8% of disabled persons suffered from physical disabilities which impared physical labor capacity. Limited by their physical body condition and education level, most of the rural disabled are not suitable for labor migration to urban areas and are also unable to engage in labor intensive projects. For the majority of rural disabled persons, developing grass-livestock industry is a suitable way to reduce poverty under the support of disabled persons' federation, a government organization.4. After many years of development, Gansu's provincial disabled persons' federation has been established, and a three-level network from county, township to village level has been formed. This institutional organization builds an effective tie with relevant agricultural-technical extension agencies and provides services for developing social resources, permitting rural disabled persons to obtain support from governments and departments in a timely manner.It is concluded that grassland-livestock industries may take important and prominent roles for poverty alleviation for the disabled persons in rural areas.
