A Study On Comprehensive Participation Poverty Eradication Pattern Under The Guidance Of Public Finance

Poverty eradication is a common goal of human society and also a long-time challenge of China. To eradicate poverty and achieve common prosperity is the inherent requirement of the socialism with Chinese characteristics and an important goal of building a harmonious society. The 5th Plenary Session of the 18th Central Committee of the CPC proposed the goal of construction of comprehensive well-off, requiring lifting the poor people in rural areas by current standards out of poverty, eliminating all the poor counties and eradicating regional in-bulk poverty by 2020. Pursuant to 13th Five Year Plan, the work of poverty eradication of China enters the final crucial stage, facing the reality of high time-pressure and heavy workload. After the long-time exploration and accumulation of experience, China has, by drawing lessons from others and independent innovation during the process of poverty eradication, developed a series of poverty alleviation and development modes and feasible poverty relief measures, strongly pushed forward the process of China's poverty eradication work. However, due to the limitations of traditional experience, thinking, resources and so on, there are still a series of problems such as low participation rate, limited effects and implementation difficulties. The urgent problem to be solved by Chinese government and society is how to innovate and optimize the poverty eradication mode, utilize the strengths of different sectors of the society, promote the poverty eradication work with high efficiency,continuous progress and effectively achieve the goal of poverty alleviation.The paper, based on the traditional pattern of participatory poverty eradication, proposes a pattern of comprehensive participation poverty eradication under the guidance of public finance measures from the participants' perspective. The paper begins with a comprehensive and systematical introduction of the connotation, characteristics and advantages of participatory poverty eradication pattern, then, taking Liu Dong village as an example,introduces the experience of comprehensive participatory poverty eradication work from design to implementation, from goal setting to effect, from problems analysis to inducing reasons, illustrates completely and straightforward the actual situations of the poverty eradication of Liu Dong village. In the end, the paper extracts a series of measures of poverty eradication, including the role of the participants, authorization of powers, collaborative management, optimization of public financial guidance, improvement of the ability of government and establishment of supporting mechanism, forming a logic flow from theory to practice, and then back to theory, or from generalization to specification, and then back to generalization.Research methods and research results constantly improved on poverty alleviation,especially in recent years, Chinese scholars' research highlights in the poverty alleviation on the regional difference and economic characteristics of poverty areas in China. From government poverty alleviation to participatory poverty alleviation, on the understanding of the subject for poverty alleviation changed profoundly, however, no matter how the poverty alleviation measures change, the essence of it is still how to solve the regional poverty problem in a more effective and targeted way. Traditional model of participatory poverty alleviation did not clear the government role in poverty alleviation and how to better match the corresponding fiscal policy and fiscal measures, it also failed to clearly define the scope of subject for poverty alleviation and the government and other cooperation and collaboration in the poverty alleviation for the subject, how to build effective operating mechanism for poverty alleviation is the traditional pattern of participatory poverty alleviation has not been able to be solved.The comprehensive participation pattern of poverty eradication under the guidance of public finance proposed by the paper aims to providing certain forward-looking exploration for the theoretical study, contributing certain extended and positive thinking for the innovation of poverty eradication patterns, meanwhile offering certain new thinking and practice guidance for the exploration of poverty eradication patterns, poverty eradication strategy application and progress of China's poverty eradication and poverty reduction work.
