Villagers’ Participation:the Effective Implementation Of The Rural Poverty Alleviation And Endogenous Power

Poverty is not only the economic phenomena, but also the complicated problem in politic and social filed. Under the guidance of the government, poverty alleviation work has made remarkable achievements since the reform and opening. However, the condition of poverty alleviation work is still serious as the lack of the villagers’ participation. The benefits of the poverty alleviation work are threatened by these problems. The dissertation is mainly about how the poverty alleviation work promote under the influence of the villagers’ participation by analyzing the research of the villagers and governments’different reactions to the introduced projects at Qingping County in northern Sichuan.The dissertation, which is divided into three stages, chronicles the process that how the programs introduced and worked out. On the first stage, the villagers took active participation in the projects. However, the projects failed as the lack of investigation and the market rules. On the second stage, villagers’enthusiasms to the projects come down, and they even doubt the governments’ abilities of introducing projects. Although the government learned the lessons and tried their best to make the projects more successful, the projects still failed because of the lack of administrative experience. On the third stage, the government’s abilities of projects management and design promoted a lot, but the projects still failed as the villagers lost confidences in the administrative abilities of the government. As a result, the process of carrying out the introduced projects contains the Paradox of project. It means that at first, it’s easy to arouse villagers’interests in participating in the projects, but then they will lose their confidences in it as the projects failed again and again. Although the government had promoted the abilities of projects selection and design, it’s still difficult to executing projects successfully at the right moment because of the lack the villagers’participation.The conclusion of the dissertation is that the active participation of the villagers, which is key factor in the Paradox of project and internal impetus to the poverty alleviation work, is the key to the poverty alleviation work success. So it focuses on the participation of the villagers in the dissertation. Only get the strong supports of the villagers can the government implement policies of the poverty alleviation work successfully.
