21st century will be an irreversible aging society. Increasingly serious trend of population aging, it gives us tremendous economic and social development pressure, but also it has brought a broad market space for aging industry.Currently, senior tourism market has become one of the most important tourism market segments. And extensive attention were received by domestic and foreign-related tourism departments, enterprises and experts and scholars. However, the development of domestic senior tourism is still in its infancy, only a few companies are specializing in senior toursim.Because of its particularity, although it has a vast market, the process of development of senior market is very slow.During the tourism decision-making, partici-pation, the elderly are vulnerable to the impact of various constraints. To find accurate ways to overcome, we should clearly understand the constraints of different groups. This has become a pressing problem to satisfy the seniors'travel needs, improve the quality of products and the level of services.According to the relevant literature, based on Leisure Constraints Theory, the study chooses Sichuan seniors as the research objects. To explore the differences in tourism constraints and relationship between the variables of different towns,we mainly use que-stionnaire survey to abtain the data. Softwell SPSS 17.0 for Windows was used to data analysis. The data processing methods include Descriptive Statistics, Independent-Samples T-test and Crosstabs Analysis, etc. In this assay, reference to the foreign "Hierarchial Model Leisure Constraints" and "Leisure Constraints Scale", combined with the actual situation of the elderly in Sichuan Province, we build an Senior Tourism Constraints Scale. Then, the 16 factors will be divided into 3 levels. The results were following as:"external environment constraints" is the greatest impact on the capital city seniors; "intrapersonal constraints" impact on Prefecture-level city seniors slightly larger than the "external environment constraints"factors;the county town seniors mainly affected by "external environment constraints".Almost all the seniors consider that it is "too expensive to travel", which is the most important factor to prevent them from travelling. All of the travelers and non-travelers achieve a significant level in the "intrapersonal constraints" factors. And the differences of all seniors on three variables are more obvious, which include "not interested in tourism","the older or poor health", "not satisfied with the past travel experiences". "Too tired" for the seniors have some degree of restriction, but the differences between the three towns are not obviouse."Not interested in tourism" and "the older or poor health" for Non-travelers in the capital city, the perception was significantly higher than those who traveled."Not satisfied with the past travel experiences" has some degree of restriction to the capital city travelers. The factors "not interested in tourism ", "the older or poor health", "have not enough money to travel " have a great impact on the Prefecture-level city and the county town seniors. And there are 72.2% of county town non-travelers give up travel because of "have not enough money to travel".This factor has the greatest impaction on the county town non-travelers, followed by the Prefecture-level cities, and finally the capital city. Two factors are on the ground-level city and county who travel there are some restrictions on travel there is almost no influence is not. Some factors such as "been to many places for work"and "not satisfied with the past travel experiences", make some restrictions on the Prefecture-level city and the county town non-travelers,but have no influnce on the nones. For the travel plans, the elderly of the capital city travel or not with the three types of constraints do not exist significant differences; there are significant differences between the two factors,"intrapersonal constraints" and "indirect artificial constraints", and the elderly of the Prefecture-level city who have different travel plans. These factors have a greater impact on the seniors who intend to travel in the next three years. The factors include "not interested in tourism", "the older or poor health", "too tired", "have not enough money to travel ",and "without support from the family",are the main factor to constraint the elderly of the Prefecture-level city who have any travel plans. The county town seniors travel or not with the three types of constraints exist significant differences. The factors which contains "not interested in tourism", "the older or poor health", "have not enough money to travel ", have a great impediment to the undesigned seniors in the county town. "Take care of spouse, no time to travel" make a difference to the undesigned county town seniors only. Remarkably, all of the county town seniors are very sensitive to the factor "have not enough money to travel".Finally, according to the relevant conclusions, the issue puts forward the corresponding countermeasures and suggestions from two aspects of beliefs and practices.
