Construction market is a huge market which is profitable and risking. As the market has low barriers to entry and China is rich in human resources, just 20 years, China's construction industry has rapid development.At the same time, there are many problems in construction companies, such as poor management, lack of information into a serious, vicious competition and so on. With the ending of the three-year transition period of WTO, China's construction market competition will become more intense. What factors affect the competitiveness of construction enterprises in China? How to properly evaluate the competitiveness of construction enterprises? How to develop our competitiveness in the market to maintain market advantage? This series of problems has become the focus of construction enterprises in China.Therefore, this paper systematically reviewed the theory and results of the program management, enterprise competitiveness and building enterprise competitiveness. With the understanding of the previous studies, standing enterprises perspective, using of the construction enterprise program management theory, this paper analysis of the market operation specifically, and the competitiveness of enterprises will be divided into the ability of construction bidding and project management group, and the factors were analyzed to select the appropriate indicators and evaluation methods to construct the building enterprise competitiveness evaluation system; finally, this paper evaluated the competition of 22 listed construction companies in 2009 by using the comprehensive evaluation model, and existing problems for the corresponding proposal. The results of empirical research show that the competitive assessment model is simple and effective.
