As a result of China's urbanization acceleration, especially rapid growth investment in infrastructure, which led to a large number of government projects emerged, such as urban infrastructure. All of this makes the multi-project management more and more important. In the new situation, if you still use a single project-oriented project management model, then it is very difficult to adapt to today's information-based, diversified development direction, it will waste many unnecessary resources. So explore for a multiple project management model is very necessary. However, when viewing from the current situation, the government departments haven't paid enough efforts for multi-project management of government project, which takes more test for enhance government project management level.The paper basis on project management office ideas and the situation of government project multi-project management, through research method, systems and scientific analysis method and deductive researching method, heuristically make project office theory applied to multi-project management of government project. By establishing a project management office of government project, definition its function, introduce its staffing and their responsibilities, and how to operate a project management office. Expect for make true centralized management of multi-projects to ensure smooth implementation of the project.The paper have made the following progress:(1) basis on the study of project management, project management, project management office and government projects management situation, this paper divided multi-project management of government projects into three levels, and made three types of project management offices; (2) the paper designed organizational structure of the Executive Project Management Office, and introduced the staff and responsibilities in detail; (3) the paper proposed the implementation of the operational project management office in four phases, introduced some work of each phase.
