The Current Situation And Countermeasure Research On Labor Subcontract Security Management For The Building Construction Enterprises In Chongqing

With the rapid economical and social progress of Chongqing City, status of the construction industry is becoming higher and higher, turning into a significant pillar industry of the city's economy. Especially since Chongqing was granted as a municipality directly under the Central Government, the construction industry has developed even more vigorously. However, the extensive existence of irregular construction labor subcontract along with non-standard management of labor not only seriously disrupts the construction market and becomes difficulty for management in the industry, but also brings about lots of safety problems which may lead to frequent occurrences of construction safety accidents, consequently has become the major factors restricting the sound development of the construction industry. Therefore, we should explore the solutions to the existing problems systematically on the basis of conducting in-depth investigation to the current situation of the security management on the subcontract of the construction contract enterprises in Chongqing City, which is of practical and crucial significance to continuously raising the security management level of subcontract of the construction enterprises in Chongqing City so as to accomplish sustainable and sound development in the construction industry.On the basis of diagnosis about the construction security situation and the current situation of the security management of construction labor subcontract in Chongqing, this paper does the research that focus on formulating an evaluation system on the security management of construction labor subcontract, evaluation model and countermeasures that strengthen the security management level of labor subcontract of construction contract enterprises. Its main work and concludes as follows:①This thesis discusses about the construction security situation in Chongqing and mainly introduces the development of the construction industry in Chongqing as well as the overall information about the construction safety accidents happened in recent few years in Chongqing. Through statistics and analysis of the accidents, the importance of standardizing the security management on the subcontract of the construction enterprises is more clarified and defined.②On the basis of systemic study about the domestic and oversea monographs about the management on construction labor subcontract as well as management of employment, and through mainly discussing the current situation of construction safety in Chongqing and adopting the method of combining questionnaire survey and on-the-spot investigation to the construction site including interviewing some of the chief or exclusive contractors for the construction projects(abbreviated as "contractor" hereinafter) along with some subcontractors and construction workers, this thesis analyzes the principle problems in the security management of construction labor subcontract in Chongqing.③In view of the current situation of the security management of construction labor subcontract as well as the characteristics of the management of construction labor subcontract, this thesis formulates an evaluation system on the security management of construction labor subcontract, featuring 3 indexes,i.e.,team of subcontracted labor, subcontract, and management of labors, along with 14 sub-indexes such as qualification level, capability of safety management, construction achievement and personnel factor, etc. Adopting the method of analytic hierarchy process, the weight of each index is determined through the scoring of many experts. In light of the living examples in construction projects and with the utilization of fuzzy comprehensive evaluation method, a comprehensive evaluation was conducted on the security management of the labor subcontract of one construction enterprise.④In accordance with the major problems existing in the security management of the construction labor subcontract, the countermeasures are proposed in this thesis, emphasizing mainly on strengthening the internal management of the construction enterprise(such as bidding, labor contract, process of construction, etc.) as well as its external management such as external market environment, association of the industry, government and so on) to solve the dilemma faced by the security management of labor subcontract of construction enterprises.
