Since the founding of our country, many shortages appear in water price systerm, up to today, which has set back the development of our economic. Reforming is imperative. Nowadays, there are more and more cities in our country join in the reform of the water price. As for water price rising, it is truly as one falls another rises. This thesis takes rising of water price as the main topic, introducing the shortages of our water price system, talking about the feasibility of total cost in water price, aiming at finding a better way to reform the water price and promoting the water conservancy develop efficiently.Firstly, this thesis sums up perspectives of water price in and out of China, which defines the contents of water price and gives a simple introduction about total cost model, making a basic for the later chapters.Secondly, this thesis represents the reforms of water price system since our country has been found. Basing in lots of materials, it analyses the supply and demand of water resources and differences of water price between south and north in China.The water price in our country is so low that reform is imperative.Thirdly, the fourth chapter is the core of this thsis, in which I collected mangy data and materials about Qinhuangdao water price in 2008, and made a calculation, using the total cost model in water price. The result demonstrates that the water supply enterprises in Qinhuangdao pay more than incomes. Then the author introduces the reform of Qinhuangdao water price system in 2009, providing materials for other studiers.Lastly, the last chapter of this thesis comes up with several policy proposals concerning the shortages of our water price system.
