| The agriculture in Xinjiang has entered into the period that traditional agriculture turns to modern agriculture, and modern agriculture with high input, high-yield advantage also accompanied by high-risk; the occurrence of these risks is likely to bring certain difficulties to farmers production and life.Agricultural insurance is a good way to pass on the above-mentioned risks, to transfer the losses and to achieve the rapid development of modern agriculture. WTO accession for China's agricultural insurance is in line with international standards,opportunities and challenges facing the period, under the conditions of the WTO,agricultural insurance is not only the Government's support for an effective tool for agriculture,but also the world's agricultural policy direction of how to use the means to support agricultural insurance and protection of agriculture and is increasingly becoming the focus of attention by various countries.However, at present, Xinjiang Agricultural Insurance growth still relatively slow. And still face the risk of lack of agricultural research and prevention. Therefore,to strengthen the development of agricultural insurance constraints research has important theoretical value and practical significance.This article first sets out the basic theory of agricultural insurance and modern agriculture and; then,anslyzes the status of Xinjiang modern agriculture and agricultural insurance,and then focus on the constraints analysis of Xinjiang modern agriculture insurance development;draws experience home and abroad in the development of agricultural insurance;based on the advanced,combined with the actual situation in Xinjiang,raises the development countermeasures of Xinjiang modern agricultural insurance. from farmers,insurance companies and Government three aspects to reform measures to ensure that these constraints can be broken through and realize rapid and sound development of modern agriculture and agricultural insurance in Xinjiang. |
