However, thedevelopment of agricultural insurance in Xinjiang can not meet the needs of farmers. Researches onXinjiang Agricultural Insurance are relatively small and most of them stay in the mode itself. Operationmechanism of the agricultural insurance is still a blank.This paper first analyzes the present situation of the development of agricultural insurance in XinjiangProvince. the development of Xinjiang agricultural insurance, going through long-term accumulation andimprovement, has entered the stage of steady development, but in recent years, the proportion of Xinjiangagricultural insurance to agricultural insurance of the whole country in the premium income has continuedto decline. It discusses its causes, from the government, i.e. the angle of supply, and demand perspective,arriving at that: on the one hand, the current development mode and operation mechanism of Xinjiangagricultural insurance largely depend on government support and promote, which gives the governmentgreat the pressure in financial and other aspects. The government can only organize agricultural insuranceaccording to its own financial resources, material resources, manpower; On the other hand, the agriculturalinsurance demand of agriculture and farmers has not been effectively met.Secondly, the article assumes to introduce Business insurance company to operate on the agriculturalinsurance business. And it carries out game analysis among the three action subjects of agriculturalinsurance, discussing the position and their respective roles of farmer, government and insurance companyin the agricultural insurance business process, obtaining that farmers do not have the right to speak in theagriculture insurance; Insurance companies should overall situation, the operation of agriculture insurancebusiness should obey policy; The government will provide subsidies.Next, the article t analyses the development modes and operation mechanisms of domestic and foreignagricultural insurance, concluding experience and enlightenment for Xinjiang. Based on that, it gives thedevelopment modes and operation mechanisms of agricultural insurance in Xinjiang. Xinjiang should becombined with the actual situations, two alternative reference models are: government-led co-op mode andthe government under the auspices of the commercial insurance companies mode. And the operatingmechanism such as management mechanism, subsidy mechanism, and security mechanism are discussed toimprove the development of agricultural insurance in Xinjiang, so as to give full play to the role ofagricultural insurance protection on agricultural production, promote the development of agriculturaleconomy, increase farmers’ income, and promote to resolve the "Three Rural Issues" effectively.Finally, from the aspects of government, insurance companies and farmers, the article gives policyrecommendations to promote the development of Xinjiang agricultural insurance.
