During recent years, the advancement of knowledge economy has been accelerating the development of international trade on technology. Since technological gap between countries is served as the direct cause for the rise of technology trade, it's obvious that Science and Technology Capacity (STC) is tightly connected to technology trade, especially to technology export. Studies on the correlation between STC and technology export shall be of significant importance on further promoting the development of technology trade and enhancing national technological level.In this thesis, the connection between STC and technology export is well suggested by the overlaps between their geographic patterns at first. Then the main factors that may affect technology export are analyzed on both the supply and demand perspectives, which lead to the viewpoint that STC affects technology export via technology supply. A supplier's model of technology export is established afterwards. To verify the model, empirical studies are applied to both the total amount and industrial structure of STC and technology export. At last, the paper comes out with some pieces of advice on China's technology export, with the current status of her STC being considered.Panel data econometrics is used in the empirical study of the correlation of total amount between STC and technology export. 11 main technology-exporting countries are divided into two groups: net-exporters and net-importers, according to their total amount of export and import on technology. The two groups of panel data (1997-2007) are processed by Eviews 6 to get estimation results, showing that a correlation exists between technology export and the three indicators chosen to represent STC—R&D expenditures, R&D personnel and patents granted: R&D expenditures has a highly positive correlation with technology export, with quite closed coefficients in two groups; R&D personnel are negatively correlated to technology export, with a greater negative coefficient in net-exporters group; patents granted are positively correlated to technology export, with a greater positive coefficient in net-exporters group.In the following study, an industrial structure analysis of America and Japan is made among technology export, R&D expenditures, R&D personnel, patents granted and high-tech export, revealing that STC not only affects the total amount but also the industrial structure of technology export: R&D expenditures perfectly overlap the industrial structure of technology export; R&D personnel share less conformity with technology export in industrial structure; little coincidence is found between patents granted and technology export in industrial structure, due to the indistinct industrial distribution of patents granted; high-tech export and technology export have totally diverse industrial structure; technology export occurs more frequently between countries that have smaller STC gap and closer economic relationship.As for the promotion of technology export in China, we should increase R&D expenditure continuously, raise the utilization effectiveness of R&D expenditure, optimize R&D personnel structure, and strengthen protection for intellectual property. As our exporting technology, middle-level ones shall be the prior, while developing countries shall be prior as our exporting target.
