With the development of China's market economy, state-owned enterprises has exposed several drawbacks about existing performance appraisal system, seriously affected the further development of the enterprise. So, improve and perfect the performance appraisal system has become the first thing to do. In this paper, according to the performance appraisal problems about GK Guarantee Corporation, the causes of the problems has been deeply analysised, a team performance appraisal system has also been established, in order to assess the performance of employee in a comprehensive, scientific, systematic way. My final goal is to promote the Group's and the individual's performance and the company's strategic development.First of all, the article expounds and summarizes related studies on the team performance appraisal research both home and abroad, defines the knowledge-based enterprises and team performance evaluation conceptual, presents the meaning of team in this artical and team performance appraisal system. Then introduces relevant theory, which lays theoretical foundation for the following article.Second, elaborates the current situations of the GK Guarantee Corporation, juxtaposes the performance management system before and after their investment through capital, and points out the problems about goal setting\targets setting\process management\outcome evaluation and the use of results , then, deeply analysis the reasons which causes all the problems, at last ,put forward specific comments.The following part is the main content of this article. Dased on balanced scorecard and 360度performance management theory, a team performance appraisal system for Guarantee Corporation has been builded, A TPAT system to create a good team performance culture has been quoted, after that a team level performance index and a individual level indicators of performance appraisal has also been designed, then we use AHP method to determine the weights of evaluation indicators at all levels, to move forward a single step, the main appraisal and assessment criteria has been. identified Performance scores were calculated based on different characteristics of sectors. Dased on the performance appraisal interview, three ways of implantment has been used for the assessment results.Finally, the last part of the article expounded three applications to complete the system, and five measures to insure the system can run smoothly.
