On December 27,2003, the tenth Standing Committee of the National People's Congress revised "Chinese People Banking law of the People's Republic of China" on the sixth conference, which pointed out that Central Bank shouldered three big functions:formulating and the executing monetary policy, maintaining the financial stability, and providing the financial service". Moreover it took on 14 primary responsibilities. In order to realize the functions our party and country endowed with Chinese People's Bank, the important is to form People's Bank staff with a high quality.Based on the basic People's Bank as the research angle of view, the paper discussed how to enhance the human resource management of the basic People's Bank, centering on the personnel fault caused by the staff aging. Firstly, by analyzing the human resource basic theories and the part Chinese People's Bank plays in China's economy and its development process, it talked about the significance of reinforcing the human resource management of People's Bank System, especially the basic People's Bank. Secondly, it discussed the reasons for the aging staff and the harms caused by the phenomenon, trying to analyze the urgency of solving the aging staff problem. Lastly, based on the relevant human resource management theories, it put forward the countermeasures of solving the staff aging problem aiming at the county banks led byâ…©subbranch bank, according to the strategic plans of the Head Office of the People's Bank of China and the running state of basic banks. The theoretic meaning lies in the fact that it can improve the present theoretic system of human resource management and analyze various factors infulencing the aging staff and bring into play its active functions. The pratical significance is to provide a set of universalistic and pertinent solutions inspiring staff, exert staff's initiatives as possible as they can, guarantee banks' core competitive power, promote the steady, fast and healthy development of subbranch county banks, and supply the human resource to guarantee the basic functions of Chinese People's Bank.
