As a center of politics, economics, culture and population intensity, the city has been playing a role in the regional and state development since its beginning. And it functions as highly collecting such factors of production as capital, technology, talents and information. And it can better allocate these factors of production in order to generate national wealth and wok for the well-being of the people. China as a developing country, the "center" position and "engine" function of its cities should be more stressed. However, different cities vary in collecting and allocating the factors of production and in the abilities of creating wealth. Therefore correctly understanding and evaluating the urban competitiveness helps the cities to exactly know their own situation, their strong points and weaknesses of their competitors and partners so that they can reasonably draw up the competitive and cooperative strategy, which helps to compete for each other, to positively cooperate and to promote rational development. At present, the study on urban competitiveness remains in the beginning stage, so its scientific and uniform method of evaluation and index system can be seldom seen.This paper deals with exploring the index system and evaluation method of the urban competitiveness. After summarizing the predecessors' study, the author supplements the definition of urban competitiveness and adds the sustainable development as the final target to it. The method is factors analysis and Deviate coefficients analysis. We can get the scores and ranks of the urban competitiveness by means of factor analysis, and find the affective factors by using Deviate coefficients analysis. In the meanwhile, the author also makes the case analysis for the 17 town cities in Shandong Province and tries finding the effective ways of promoting the urban competitiveness.
