Established in 1992 in Dalian Software Park, the national software industry base of China, XH is a hi-tech company primarily focused on providing business process outsourcing (BPO) services to Japanese enterprises. Along with the shift of international BOP market to China, the Chinese BPO services market expands suddenly. The competition in this industry becomes even more fierce because of plenty of enterprises' entering. In order to enhance international competitive power and dominate in the market, XH took steps to formulate a three-year strategic plan and carried out a series of reforms, including the performance reform, which is an important step. Performance management system plays a vital role in many areas, such as improvement of performance, realizing the whole strategy and enhancement of the core competitive advantage. Performance management system design is the precondition and core of setting up human resource management system in modern enterprises. How to design and set up an effective performance management system is completely an essential task that XH company faces. In this paper,according to the evaluation and analysis on the original performance examination system of XH Company , a new performance management system is designed on the basis of the knowledge of management science and human resource management theory. This system has paid more attention to the performance management cycle including performance plan, performance execution, performance examination and performance feedback, which constructs a "performance management ecology chain". A key performance indicators model is put forward with the method of KPI, which is based on Balanced score card method. In this way, the new performance indicators are more feasible than the old ones.It should pay more attention to the effect of motivation of the system, in order to enhance the employees' responsibility, to exert their value and to provide the excellent ones with more development opportunity.
