As counted, 23 percent of the transportation in the world are carried by the railway in China, which accounts for only 6 percent of the railway length. The investment in the transport capacity construction has been shortened for a long time. With the continually fast development of economy in China, the conflict between the supply offered by railway and the demand of global economy has been more obvious with the increasing demand in transportation market. According to related reports, the transport capacity will be shorten as a whole in some places or in some time and the conflict will stand in our country for a few years.Therefore, it is very important to make known the relationship between the supply offered by railway and the demand of the society and study the balance between the transport capacity and the demand. In this way, we would find out the key point to get the optimized collocation of the transport resources and realize the best economical benefit and social benefit.This paper probes into the collocation of the transport capacity in the opinion of view of the economics. This paper analyzed how to adapt the fluctuant market with the least invest and to realize the optimized benefit under the shorten transport capacity conditions. Based on the analyzing of the factors which affected the supply and demand of railway transport, this paper established the theory system to analyze the collocated process to realize the resource optimized use. Integrated with the behaviors of the government, enterprises and customers involved in the collocation, this paper also discussed the relationship between the customers'choices and the transport demand and the effect that the government plays. In this way, this paper made known the economical rule that plays in the collocation of railway transport capacity so that realized the static balance analyzing.
