That China joins WTO and the whole world economic integrates make the Chinese enterprises face the stern challenge in the 21st century which are filled with opportunities and the challenges. But the challenge what the salary management faces is sterner, and it is the important topic which urgently waits to be settled. But the enterprise's chief executive officer, that is CEO, as the important investment of the enterprise's essential human capital, his effort level and the management capability are the key factors to enhance the achievements of the company, and the salary level question of the CEO will be the heavy center in all salaries question in the enterprise. If the salary level of the CEO in the market company has any problem yet when the yearly salary largely grows in the overseas market company's CEO, even to million or billion? Especially, if the salary level of the large-scale country holding company's CEO has any questions? How to assess the CEO? How should we set up the reasonable salary of the CEO? All of these are the questions which we should to solve urgently.This article which is based on the consign—surrogate theory, the human capital theory, the society compares theory, the championship theory, the star effect theory and "the winner gained all market theory ", combining the present several kind of salary systems, has analyzed the present situation of the CEO's salary and put forward the questions of the present CEO salary. Simultaneously it also proposes the econometrics principle, the function and the research step of the econometrics, which provides the foundation for this article studies.Next, this article introduced the present three kind of salaries system in our country, namely the salary system based on the achievements, the salary system based on the skill and the salary system based on the position. And it separately analyzes the advantage and disadvantage of the three kinds of systems. This paper also explains the internal fixing price and exterior fixing price of the CEO's salary, separately studies the factors that influence the interior fixing price and exterior fixing price, sums up all the factors into several representative factors, put forward the main factors: the enterprise achievements, the enterprise scale, the market salary level, the pay ability of the enterprise and the calling salary level. This article integrates the assess indexes with which to assess the CEO of the large-scale country absolutely holding company, and has researched the action mechanism of the key aspects, providing references for establishing the salary level of the large-scale country absolutely holding company's CEO.Once more, through the collection of data, and using Eviews software, this article establishes the salary model of CEO, and estimates and examines the model parameter. Through establishing the right and wrong variable, we get the CEO salary coming from the monopoly about resources in the large-scale country absolutely holding company, and we should subtract this part of monopoly profit when we establish the CEO salary model of the large-scale country absolutely holding company.Finally, the paper proposed the suggestions about the CEO salary level from the different angle. These suggestions include using the multi- annual data, strengthening the implementation of risk mortgage system, the multi- achievements index and perfecting the inspected system and so on.
