Strategy is the top plan of enterprise, and is one of the important businesses. Jiuzhouis a state-owed enterprise. Facing to the complicated environment and the tremendouspressure of development, it is very important to formulate development strategies. Thedissertation researches the 5-years strategy of JZ. I expect it is useful to the leaders instrategic decision making and strategic management system building. Also, I expect ithas some reference value to the similar enterprises in the strategic management.The article uses PEST Method and 5-Strength Model to study the externalenvironment and research the internal conditions. On this basis, I use the SWOT methodto conduct a comprehensive analysis of the internal and external environment of JZ. Tothe conclusion, JZ has a good opportunity, the industrial advantages are obvious,internal management needs to be raised.The article uses average growth forecast method to determine the strategic goal is 10billion sales scale in 2010, uses the attractive industry-competitive matrix to determinethat JZ should choose radar, DVB, LED and cable industry as main industries, uses theSWOT analysis model to determine JZ should adopt growth-oriented strategy, uses thestrategic clustering model to determine the choice of the industry's growth strategy. Inaddition to doing product-market strategy, radar industry choices diversification strategy,DVB and LED and cable industries will do integration strategy, and focus on strategicalliances.In this paper, the theory of competitive strategy is used to study the competitivestrategy, and the competitiveness strategy selection should be based on differentcharacteristics of the industries. Radar adopts different strategies, DVB adoptscost-leadership strategy, and the LED and cable industry adopt focused strategy inlow-cost. On this basis, the article studies the function strategy such as marketingstrategy, financial strategy, product strategy, R&D strategy, HR strategy, etc.To the more enforcement of the JZ strategy, this article proposes the specificprograms in risk control and the implementation of the strategy, includingorganizational restructuring, cultural adjustment and resource allocation.
