In the period of Eleventh Five-Year plan, China will establish a lot of University Science Parks, which will increase the total number of University Science Parks from 50 to 100; it will promote the transformation of scientific and technological achievements and increase the current transformation rate of scientific and technological achievements in universities of 10%; it will incubate 15,000 high-tech enterprises, which will make breakthrough in information, biology and new materials sectors; it will develop 200 internationally competitive high-tech enterprises and high-tech technology and products with self-owned intellectual property rights, and apply for patents for 10,000 products. The University Science Parks are committed to becoming the engine for improving the innovation ability, promoting the industrialization of high-tech and promoting the regional economy and technological development.The Eleventh Five-Year Plan has put forward new demands for the development of University Science Parks in China, and thus it is necessary to make a tentative study on the development of University Parks based on the development theory and future trend of University Science Parks both at home and abroad. The theory of University Science Parks contributed by the foreign scholars mainly include: in the fifties of the 20th century, Francois Perroux's Growth Pole Theory; Sweden Lunds University, Herstrand Torsten's Spatial Distribution Models; American famous professor Ruatam Lalkak's Seed Plant Theory; in the nineties of the 20th century, International Association of Science Parks' Three-Element Participants Theory. In China, the theoretical research of University Science Parks mainly include the research and academic achievements made by Zhou Chengjian(1997), Gu Chaolin, Zhao Lingxun(1999) and Li Lianshui. The theoretical research of University Science Parks in foreign countries is usually combined with the theory of public investment.This thesis can be divided into seven parts, and is organized from the angle of the governmental support of the University Science Parks with the definition of University Science Parks being the starting point; the thesis analyzes the necessity of the governmental support of the University Science Parks from the angles of theoretical basis and practical significance. Furthermore, combined with the public investment theory, the thesis elaborates on the public products theory selected from the theories of three-element participants theory, public products and risk investment, which provides theoretical basis for analyzing the mechanism of the governmental support of the University Science Parks.In the fourth chapter, according to public products and public investment theory, the thesis classifies the public products contained in the operation of University Science Parks, and clarifies the supplying agencies for each public product. Based on the foreign experience, the thesis also expounds on the effect of government investment on the efficient government, laws and regulations, infrastructure, risk investment aid, and public products. Through the comprehensive assessment of the beneficiary of government investment—University Science Parks, the thesis analyzes the investment margin, which is the end of the study on the mechanism of the governmental support of the University Science Parks. At last, the author puts forward suggestions for the governmental support of the University Science Parks from three aspects: government investment and non-government investment, the feature of University Science Parks and the sound operation of University Science Parks.
