With the high dynamic economic and fierce competition of market, many of organization are changing from level structure to downsizing, team has become an important form of organization, therefore the cell of competence analysis methods are changing from "individual" to "team". The study of team competence is a trend of the future competence study.Top management team is a power for keeping the efficiency operation of an organization as a form of team. Top management team in a way decides the enterprise's competence of meeting an emergency,decision-making,managing and so on. At present, the situation of top management team of organizations in China are not optimism .As far as state-owned enterprises are concerned, top management team are changing from administration cadre nomination to professional executive, they are facing the question of competence structure scarcity. As far as private enterprises are concerned, they are on the way of depending on the competence of boss solely, and beginning to depend on top management team, and top management is still not healthiness and playing essential function. Therefore the team construction has become an urgency mission.This paper transferred the study object from organization and individual to team, combined the concept of competence,competence model,competence evaluation and top management team together, defined the meaning of top management team competence and analyzed the connotation of top management team competence. This paper used the methods of literature reading, behavior event interview and Delphi to construct the top management team competence evaluation system, and analyzed the application fields of competence evaluation in order to offer an effective method for top management team construct. Then this paper combined the theoretic analysis and demonstration study, chosen an enterprise to evaluate its top management team competence, and analyzed its causation and advanced the strategy of management team competence construct.
