Cultivation And Development Of Regional Innovation Systems In Hunan Province

Regional innovation system(RIS)is an important way of perceiving, discovering and fabricating local resources all over again, changing way of economical growth and promoting regional economical development. It is also an important strategy of developing regional economy and achieving innovational development. Cultivating and developing regional innovation system is not only in compliance with the request of concept of scientific development and springing up of central areas, it is also an important way of accelerating economical development in Hunan.The paper summarizes existing research based on the review of large amount of literature on regional innovation system, which becomes a theoretical basis for the following context. Then it applies data encompass analysis to evaluate the ability and performance of regional innovation in Hunan. The result shows that regional innovation ability of Hunan is weak and the performance is not satisfactory either, thus the paper puts forward that it is necessary for Hunan to cultivate and develop regional innovation system from the point of development mode and technological industry according to main elements of it.Next, the paper chooses a set of indexes, exploring the relevant condition in Hunan and makes a choice of development mode for Hunan to develop RIS on the basis of summarizing typical development modes of RIS both at home and abroad. Besides, it applies method of main component analysis and weight processing method to filtrate technological industry to support the development of RIS in Hunan.Finally, the paper presents some proposals for development of RIS of Hunan from the point of principles, development mode and industrial innovation.
