Western Guangdong Human Resources Development And Utilization Of Research With Regional Economic Development

"Prosperity through education" was brought out a few years ago. The Fifteenthplan of human resources development, which called for an all-round human resourcedevelopment, improving residents' quality ,enhancing the innovation ability to realizethe upgrading of industry structure and a completely change of economy developmentstyle, was put forward in 'The Fifteenth plan of national economy and societydevelopment in Guangdong province'. As a developing area in Guangdong province,The West of Guangdong is in great value of the economy flying-off of Guangdongprovince.The West of Guangdong province is an area with great resources carryingcapacity, but little economy carrying capacity, who contains three cities(Yangjiang,Zhanjiang and Maoming). Population burthen here is heavy, and thequality of human resource is low and persons with ability are in short. Many people inthe West of Guangdong province settle out for more fortune. How to realize theindustrialization with high-tech content, great economy output and high utilization ofhuman resource, meanwhile to harmonize human resource and economy development,is a difficult problem to be resolved.In the background, this paper analyzes the actuality of human resourcesdevelopment and economy development in The West of Guangdong, and then bringsforward countermeasures of human resources development to accelerate the economydevelopment in this area. The first part of this paper includes research actuality ofhuman resources development in and out, the setting, the significance of this paperand correlative concept; the second part expatiates status quo of human resourcequantity and quality in The West of Guangdong; the third part shows the regionalenvironment of human resources development and utilization; the fourth part goesdeep into the relationship between human resources development and utilization andeconomy development in The West of Guangdong; and last but not least, the fifth partputs forward the countermeasure of human resources development and utilization tospeed the economy development in The West of Guangdong.The innovation of this paper is to regard The West of Guangdong as a part ofGuangdong province, then contrast it to other parts, meanwhile regard The West ofGuangdong as a combination of Yangjiang, Zhanjiang and Maoming, then go deepinto the three regions, and at last, based correlation and regress models of humanresources development and utilization and economy development, then bring forwardcountermeasures of human resources development to accelerate the economydevelopment in The West of Guangdong.
