1. Purpose and Significance of the ResearchWith the fully opening of the financial industry in China Market, the local banks are now facing more and more huge challenges as well as new opportunities along with the development of innovative products and cutting edge technology. To stay ahead and keep competitiveness, many banks deployed process reengineering projects which redesign the infrastructure/framework of the bank operation based on the application of information system. The banks which had successful deployment in this reengineering process get an enormous payback– the survival and continuous development in the financial industry.Purpose: Based on an actual regional city commercial bank, I have carried out a thorough theoretical and practical analysis on the business process of CS bank. I addressed the research of opportunity and method for business process in CS bank, in order to provide a set of methodology about process reengineering with implementation of information system in CS bank.Significance: In general view, CS bank as a parochial bank can not be compared with many big commercial banks. However, my point in this essay is that as long as small/medium banks continually reformed thru reengineering and reasonable application of IS, SM banks can run neck by neck with big banks. I would like to initiate and continue to contribute to the development of many SM banks by the research in the article.2. Basic Ideology and Logical StructureBy aiming at the competition faced by CS bank, we first analyze potential problems existing in current business process of CS bank, based on which I provide strategy and plan for the reform of CS bank. I point out the basic principles, time, methodology and procedures, etc. which need to be noticed during the business process improvement /reengineering. Under this framework, we are able to accelerate the practical deployment of CS banks'business process reengineering theory, enhance the feasibility and reduce the error. This article is not only the discussion solely from technical point of view, but also from management and strategy point of view to discuss the relationship between IS and business process reengineering. It focuses on the synergy of strategy and IT new technology, emphasizing the business process management and IT technology, which is the chief support to the main point/ method in my article.3. Abstract Content and ViewpointPreface gives a brief introduction of management based on information system and business process improvement which became a key survival principle and ability driven by keen market competition in knowledge economic era.Chapter 1 is a brief introduction of CS bank and its competitive environment, including analysis on the effect of changes in market, customer requirement, risk management, cost controlling and internal management, etc, which drive the reform in CS bank.Chapter 2 is the analysis on the existing problems of current business process based on the status of information system application, etc, point out the urgency of business process improvement (BPI), and also provide SWOT analysis for BPI in CS bank.Chapter 3 is the research on strategy and plan of BPI in CS bank. It describes the new mindset of bank business process reengineering by using information technology, provide a deployment plan for new generation of kernel business information system, full cost management system, credit management system and electronic channel, etc, and re-build the business process in CS bank.Chapter 4 Points out the reference and limitation of this essay.4. Main contributionThere are a lot of foreign researches about the theory of enterprise business process reengineering, as well as some introduction and description articles in China; however, there is not a clear framework for commercial bank business process reengineering in financial industry. This essay points out during the implementation of bank business process reengineering, It is necessary to apply information technology and treat it as a big and complex systematic project when building information system for new business process reengineering. Following this theoretical framework we could reduce the error during the reengineering procedure, save resources and ensure the smoothly success for the whole reengineering project. In addition, we must understand that the bank process reengineering is a continuously procedure rather than on night deal. The viewpoint of this article is complied with the theories learned from EMBA courses, combined with my multi-year practical working experience by engagement in deployment of bank information system and business process reengineering project. It is of high feasibility on practice, it also provides beneficial reference for construction of bank information system and business process reengineering.
