This dissertation is based on awareness and understanding of the Nobel Prize. In 2001, Japan formulated the "Nobel Plan", which made a great stir all over the world. This dissertation will take this event as the topic, in a philosophy thinking of the cause of the plan. So we can have a clear and objective opinion: the Nobel Plan, as a decision of the Japanese government was not accidental.On the contrary, the plan is a sign of that Japan has begun to strategically change from introducing and digesting European and American technology imitative "technology-based country" to "science and technology innovation-based country" which emphasizes basic research and creative technology self-development; It is Japan's macro-technology embodied that focused on the Pasteur Quadrant; It is the realistic demand for Japan to avoid the hollowing out of domestic industries; It is the Noble Prize winners'experience which bring the confidence; It is the symptoms of Japan's economic strength and talent reserves; It's also Japan needs to change its image of the country's needs.To some extent, the number of the Nobel Prize winner is a reflection of a national basic research level. To improve the scientific and technological innovation capability, we must strengthen basic research. On the other hand, we should create a number of conditions for gaining the Nobel Prize.
